On May 13, the Cabinet of Ministers of Ukraine made the decision to exclude four sites from the Register of Industrial Parks. The reason for this step was prolonged inactivity — within three years from the moment of inclusion in the register, no participant appeared in these territories.
Reasons for excluding parks from the register
The mentioned parks not only failed to attract investors but also did not carry out any economic activity that could contribute to infrastructure development or attract businesses. According to the requirements of the Law of Ukraine “On Industrial Parks”, such sites must demonstrate active work in attracting residents.

List of excluded industrial parks
The following industrial parks were affected by the Cabinet’s decision:
- “iPark” — Odesa Region, village of Vyzyrka (established in 2014)
- “Yavorivskyi” — Lviv Region, Yavoriv District (2017)
- “Lannivskyi” — Poltava Region, Lanna urban-type settlement (2017)
- “E40 Industrial Park” — Kyiv Region, Bucha District (2021)
Possibility of status restoration
Exclusion from the Register does not mean complete termination of the industrial parks’ existence. Legally, such parks may continue to operate, but without access to state preferences, including tax and customs incentives.
The Deputy Minister of Economy noted that the exclusion is not final — after six months, the park has the right to apply for re-inclusion in the register if deficiencies are corrected.
Current state of industrial parks in Ukraine
As of June 2025, 97 sites remain in the Register of Industrial Parks of Ukraine. Of these, 37 were created during 2024–2025 and have the potential to activate the industrial potential of their regions.
What industrial parks provide to Ukraine:
- 1 hectare of a park creates up to 50 new jobs
- Each hryvnia of state investment brings up to 5–6 UAH of private investments
- Each dollar of private investment generates an additional $19 in taxes
Benefits for residents of industrial parks
According to current legislation, residents of industrial parks are entitled to:
- Exemption from corporate income tax for 10 years if profits are reinvested
- Exemption from VAT on the import of new equipment
- Exemption from import duties on production equipment
- Preferential rates on local taxes by decision of local self-government bodies
- Reimbursement of expenses for connection to engineering and transport networks
